Report from County Councillor - Full Council Meeting 17th May 2018

County Councillor Report for Desborough Town Council Meeting 17th May 2018

My report covers four items on the agenda.
The details recorded are my current understanding of progress on each issue, based on information received.

Agenda item 059/18 — Desborough Library
NCC has a deadline of May 31st 2018 to receive section 2 of the Formal Expression of Interest to secure the freehold to the library building, subject to the decision of Desborough Town Council.

Earlier offers of greater support from NCC, in a progressive transfer of library operations, have [regrettably] been withdrawn.
I am reliably informed that Thrapston Town Council has opted to purchase its library through a PWLB Loan, but I have no written evidence to support this statement.

Historical lists of operational costs, contract details and the freehold value of Desborough Library were made available to the January DTC Meeting, for consideration in setting the
2018/19 Budget & Precept.

Agenda item 063/18 — One way system
When originally asked about the current status of the one way system, I replied that my best information was that a contract had been agreed with Kier Wsp.
It is unclear whether this is a signed contract?

Agenda item 068/18 — Fishing Lakes
The developer is instructed by KBC to complete this development by 315t December 2018. He has requested the lifting of the 7.5 tonne weight limit, on the rural road between Pipewell and the western edge of Rushton, to facilitate quicker lorry movements to and from this site.

For the record NCC, working in partnership with DTC, agreed to lift this weight limit in previous years during the summer months, which gave some respite to residents of Dunkirk Avenue and Rushton Road from the large number of tipper lorry journeys to and from this site.

Rushton PC and County Councillor unanimously reject this latest request, stating that it disrupts the peace for their remote residents and wrecks the road surface on this rural
road and on Oakley Road towards Oakley Hay roundabout.

This development is in Rushton Parish but lorry movements are legally entitled to travel through Desborough to access the site.
A meeting is scheduled, between all the local authorities affected, to discuss this request in early June.


Agenda item 071/18 — KET/2018/0309 — Application for 5 caravan plots

Travellers have occupied this [un-registered] plot of land for several years. It is not Highways Land and NCC has no need to claim it for future highways work. NCC has advised the land owners, with access rights across the highways land fronting this
plot, that they could register a claim to this plot as an extension of their fields.

The land owners have clearly decided not to action a claim.
